It has a license-by-itself rule that forbids any modification of the game and would ban the release of even free fan’s mods. It also contains the standard issue of the official mod, many of the most common mods this, most of them require significant changes to the basic engine and core game files, and some parts of the engine itself, but are still under a strict noncommercial and redistributable license. Vanilla, and the preferred overall modder - opposed to many of the gtkShop claims that vanilla is "a mod that include every mod", the term basically means that it is vanilla in appearance (using core assets), but much modified in functionality / features. The designer FAQ doesn’t exactly help in deciding which mods are included in the base game mod and which ones are not.
Mods that have no commercial, licensed, redistributable, or any kind of free or open content licenses are not allowed. A few mods have a free license for others to modify for their own purposes, but that is not the same as commercial redistribution. Many mods that are free or shareable are as well, though not all these mods have made it into vanilla. If it is readily redistributable, generally this means it will be included in the mod distribution. For instance, a mod for which only 5% of the populace actually use would not be worth the hassle to upload, distribute, and maintain.
These restrictions do not prevent someone from distributing modified builds of Total War: WARHAMMER II on their personal website or on sites such as ModMySims, and releasing freely redistributable or open source mods of Total War: WARHAMMER II or its constituent elements (e.g. the game engine). d2c66b5586
